堅持協(xié)調(diào)發(fā)展，進一步完善網(wǎng)絡(luò)基礎(chǔ)設(shè)施，努力縮小數(shù)字鴻溝。網(wǎng)絡(luò)基礎(chǔ)設(shè)施是互聯(lián)網(wǎng)得以進一步協(xié)調(diào)發(fā)展的前提條件和物質(zhì)基礎(chǔ)，我們應(yīng)采取措施，以市場需求為導(dǎo)向，推動網(wǎng)絡(luò)建設(shè)和改造升級，加大互聯(lián)網(wǎng)接入網(wǎng)寬帶化、骨干網(wǎng)高速化的建設(shè)力度，優(yōu)化網(wǎng)絡(luò)結(jié)構(gòu)，提高網(wǎng)絡(luò)性能，不斷滿足互聯(lián)網(wǎng)業(yè)務(wù)發(fā)展對基礎(chǔ)網(wǎng)絡(luò)資源的需求；在互聯(lián)網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)方面，要特別注意協(xié)調(diào)發(fā)展問題，要面向不同消費層次和消費群體，在加快大城市和經(jīng)濟發(fā)達地區(qū)發(fā)展的同時，尤其要注重向中西部地區(qū)發(fā)展，向中小城鎮(zhèn)發(fā)展，努力縮小地區(qū)、城鄉(xiāng)、民族、語種間的差距，縮小數(shù)字鴻溝。
